Law Concerning the Improvement of Employment Management, Etc. of Part-Time Workers (Part-Time Work Law)CHAPTER I. GENERAL PROVISIONSPurposes Article 1. The purposes of this Law are to promote the effective utilization of part-time workers' abilities and to improve their welfare by securing appropriate working conditions, implementing education and training, improving their welfare, and taking steps to improve other types of employment management and human resources development and improvement, in recognition of the importance of part-time workers in the Japanese economy and society. Definitions Article 2. In this Law, the term “Part-Time Workers” means workers whose prescribed weekly work hours are less than those of regular employees employed by the same establishment (in the case of workers employed by an establishment who engage in the same type of work as regular employees at the same establishment, except for cases prescribed by Ministry of Health, Labour and Welfare ordinance, the said regular employees engaged in the same type of work as the said workers). Responsibility of Employers, Etc. Article 3. Employers shall endeavor to promote effective utilization of Part-Time Workers' abilities in an effective manner, in due consideration of the actual work conditions of Part-Time Workers concerned, and maintain balance with regular workers by securing proper working conditions, implementing education and training, improving their welfare and improving employment management (hereinafter referred to as “Improvement of Employment Management, Etc.”)
Responsibilities of the State and Local Public Bodies Article 4. While respecting the voluntary efforts of employers and other related persons, the State shall provide any necessary guidance and assistance, according to the circumstances, and endeavor to take necessary steps toward promoting employment management for Part-Time Workers and improving their welfare through publicity and other promotional activities in a comprehensive and effective manner in order to address various factors that hinder the effective display of their abilities, and by promoting human resources development and improvement, etc.
